FIX: Docker service sometimes not started or enabled on remote nodes during setup #12101

After a remote node's key is accepted in SOC, it is possible that two highstates run at the same time and cause the trusttheca state to fail. Due to a requirement in the docker_running state with trusttheca state, the docker_running state doesn't execute and the Docker service doesn't start.
