Reboot indicators were not intended to show a node as unhealthy, as the node is in fact healthy, but waiting for a reboot due to a recent kernel update. This should not create alarm indicators on the SOC UI, as it will cause alarm fatigue to SOC UI viewers and lead to alarms being ignored.
