FIX: Improve support for Suricata file extraction into Strelka #9318

2.3.190 was released with a known issue where suricata extracted files would not always be processed by Strelka. This hotfix improves this deficiency. Related to this, the cronjob that integrates the two modules will no longer leak stdout to the mail queue.
