Describe the bug
Partner > Edit icon is displayed even user has only Global R access

Steps to Reproduce

  1. Login as a Fundraising user
  2. Click on a partner menu
  3. Open Created partner
  4. Click on the Edit icon

Expected Result
Edit icon should be disabled as per another module i.e. language

Actual Result
Edit icon is displayed even user has only Global R access
