Service orchestrator updated when surrounding deployment changed #199

The env variable ENGINE_SELDON_DEPLOYMENT is updated on changes to the overall seldon-deployment.

Need to decide if this is required as it forces a rolling update to the Seldon engine service orchestrator which may not be desirable for Canary situations.

This is fixed by #217 as the full seldon deployment resource is not sent to each engine.
