[Message] Border should show up on zoom

Steps

Using Firefox Developer Edition 64.0b2 (64 bit) or Firefox 62.0.3 (64 bit)

</div>

Zoom Firefox Developers Edition window out to 90%.
Border disappears and all that remains is the text.

Expected Result

Message box with recolored text, as well as a border.

Actual Result

Message box with recolored text, but no border.
