This relates to #420, and the use of redirects.

If you move a page via Special:MovePage InternalParseBeforeLinks is being able to catch the embedded #REDIRECT text but when you edit a page manually with #REDIRECT [[Target]], InternalParseBeforeLinks can't catch it because it isn't there.

After discussion on Bug 62856, ParserOptions::getRedirectTarget was added in MW 1.24 and contains the necessary target information.
