1.16.4的加载太久了，每次都要重启，比较麻烦，建议上一条reload加载所有配置

外附每次胜利后不重启，只退出狩猎和逃生状态，返回到投票界面，还有一条可中止指令和指定时间内结束游戏

重载配置其实不太好，因为可能会有很多麻烦事发生，故不考虑。
不重启清单独发issue
