[Feature Request] Japanese Mange Effect Annotation

I'd like to use Japanese mange(animation) effect "集中線" with ShareX Image Editor. This effect is very useful for SNS and popular in Japan.
Could anyone implement this effect into ShareX Image Editor?

Effect name is 集中線 in Japanese, "concentrated linework" in English.

You could probably get away with this being in the image effects, but then there's a problem where this would rely on manually inputting the centre point of the focus wouldn't be a fun task

The circular drawing tool in the image editor helps, ray-casting to the region opens a lot of opportunities, but I'm not sure if it's worth justifying adding a niche tool into the image editor. As far as I'm aware, there is no implementation in place to show/hide such features from the toolbar if users don't use them, as it would help keep it uncluttered.
