Make "File naming" a top-level task setting

Please make File naming a top-level task setting instead of having it nested under Upload.

I've seen reports of having it nested under Upload causing confusion for users. I've also experienced this myself as I figured the File naming setting would only affect uploaded tasks because of where it was nested.

I believe the file that needs to be edited is TaskSettings.cs
