Is your feature request related to a problem?

When trying to use Fable.Jester to test some code that references Fable.Promise 3.x, the compiler yells about a version mismatch

Describe the solution you'd like

Bump version of Fable.Promise to 3.x

Describe alternatives you've considered

Having to use an older version of Fable.Promise isn't the nicest solution

Additional context

Maybe other dependencies could also be updated to their latest version.

Side note, any progress on the PR to transition to Nagareyama?
