Adding a discount code to an empty card doesn't work

Discount Not Being applied to empty cart

When calling addDiscount on an empty cart, nothing happens. No discount is applied to the empty cart. This is not the expected behaviour - the discount should attach to the empty cart and then be applied once an item is added.
