Description

After upgrading an existing 2.1 instance to the current GH version, cannot properly install packages.

Steps to reproduce

  1. Install 2.1 rc2
  2. Upgrade to current GH
  3. Install any package

Environment (complete as necessary)

  • Version/Git revision: Today
  • Database Type: MySQL
  • Database Version: 5.7
  • PHP Version: 7.3
