If you read Sinderion's Field Notes in Blackreach the quest The Chaurus Queen and the Brood Maiden skips ahead to that point.
If you haven't started the quest yet it will then be started and at that point.

I found old notes from an alchemist called Sinderion, annotated years later by Alicia DuSkrimall. I should bring them back to Lastelle as she requested.
