Removes all information from the Server Hosting Rules page on the old-markdown-archive branch. I've seen a couple users helpfully try to point others towards the server rules, but they were linking to this branch.
I've left (and expanded) the "NOTICE" at the top of the page, but everything else has been removed in this pull request. IMO, we should eventually remove this file entirely – along with phasing out some other docs that might contain exceptionally outdated information (such as other server hosting pages).
Note: RTD failing to build is expected, since this branch is not used by RTD.
