功能描述

在使用矩形（或其他）标注时，会出现点击后遮挡的问题。
具体使用场景：

制作了橙色部分，
添加红色部分标注，此时发现橙色部分的发小需要调整，进而修改了橙色的大小，导致橙色图块遮盖了其他元素，需要将橙色置到底部
