🐛 Bug report

The quest Elune's Blessing does not spawn the event Boss Omen when you throw rockets into the cluster.

Expected behavior

Once you throw about 20 of them it should spawn him. Adds do spawn every 5 or so

Steps to reproduce

Go to quest area.
Use any rocket clusters.
Boss spawns.
