Update S1172 MethodParameterUnused to use LVA capabilities in VB.NET version of the rule. To bring the capabilities to the same level as C#

Do we want to implement CFG based rules for VB.Net? Microsoft announced that they don't plan to add more features to the language.

Yes, we do. The IOperation language-agnostic approach should bring value with no additional syntax-based effort.
