Ability to dismiss health check notifications

We should let users opt-out of seeing the same health check message incase their setup is working for them.

Some should not be dismiss-able (I think):

• Out of date version
• Mono version

If an alert is dismissed and is triggered by another case we should still show it.

Would be great if the "Enable Completed Download Handling or configure Drone factory" warning could be disabled. My setup does not use either of those features as I use Filebot for processing.

I would like to ability to supress this health check message as well, because I like the above poster have an external tool to manage my media after torrents are completed.

We've discuss this further and it's not something we're still planning on implementing at this time.
