Adding docs explaining cluster stacks and everything around.

@jschoone my current plan would be the following:

  • Leave the current main page of the container layer as is, since there has been no official transition to Cluster Stacks yet.
  • Add a component "Cluster Stacks" as sub-page and give the most important information about cluster stacks, which repos are relevant and how to get started.

What do you think?

@jschoone a question which I have: How do I align these docs well with the README's in the respective repositories?
Is it okay and expected that information exists in two places? Should I reference to information in README's in the docs and not duplicate it?

I personally think that we should duplicate information, but I would like to hear your opinion (or the opinion of some other qualified person) about this.
