Some clouds only have one availability zone. For these, the framewwork to deploy the management host and the clusters could perfectly guess what the user wants. So allow for an empty availability_zone (aka OPENSTACK_FAILURE_DOMAIN) setting and autodetect it.
In case of multiple existing zones, error out.
