It was published some time ago (check https://github.com/Manu343726/efsw), I don't know why it's unpublished now.
Having the recipes to publish it should make quite easy the republication. I don't personally use Conan so I'm not very familiar. If you are interested to contribute to the library feel free to publish it. At the moment there's a vcpkg of efsw (https://github.com/microsoft/vcpkg/tree/master/ports/efsw), contributed by another user, that might be useful for you (I should mention it in the README).
