Symfony introduced a new (optional) directory structure recently.
symfony/symfony-standard#641

In this new structure app/console is moved to bin/console.
But the Composer script for the SpBowerBundle still uses the old path.

You can detect the new structure by looking if the 'symfony-bin-dir' is configured and use 'symfony-app-dir' if its not.

I willing to open a PR, but I'm also bit busy today :) so I'm not sure if today will work.
