When 0, BatchIntervalInMiliseconds parameter of HECConfiguration should not be used to set Timeout value of Httpclient as its not permitted. In such case Timeout should use its default value. (ref https://msdn.microsoft.com/en-us/library/system.net.http.httpclient.timeout(v=vs.110).aspx)
