Rework how user preferences work

Most user preferences are not really per-theme preferences even though the system basically mandates they are.

We should make a new area under Members, let people tweak the default settings that aren’t per-theme then expose the rest as per theme and let them be configured as such.

We should then nuke the member options part of themes because it’s fundamentally confusing.
