Reporting messages etc should be AJAX #702

Right now while there is a message indicating that your report was sent, it’s not obvious if you’re mid-thread.

The whole process should be able to be spun up in a modal, completed via AJAX and you be told about it without needing to move around on the page.

Incidentally this gives some room to be able to see the message while you report it, if this is useful.
