Right now we have index.php?action=whatever;blah;blah=blah

There's no real reason we can't have a router and a link builder that allows for index.php?/whatever/ or index.php?/topic/1/welcome-to-storybb

(This would also necessitate a helper for templates but that just means we don't have to push scripturl everywhere in future)

The foundation of this is in place, just need to rewrite all the URLs everywhere to use new routing controllers... no biggie.
