When invoked from action, use popup instead of fullscreen

Assistant apps like Google Assistant, Alexa, and even some other apps like Google Translate can pop up over the current view with a half-extended window instead of a full screen app.

The alternative to "completed" is "not planned", which I think creates even more confusion as it seems like this was rejected... I wish there was a "close as duplicate" or something like that.
