When using the CSOM library to set the __PageLayouts and __DefaultPageLayout for a publishing site the url for the pagelayouts generated for the propertybags was server relative but they should have been relative to the rootweb.
On the surface it looks like it works with server relative urls, but the pagelayout button doesn't work when you try to change pagelayout on a page. This pull request fixes that.
