The issue is not resolved yet: JuliaPy/PyCall.jl#996

However, there are a few workarounds:

  1. use ENV["PYCALL_JL_RUNTIME_PYTHON"] = Sys.which("python"), according to Issue pointing Pycall to Virtualenv JuliaPy/PyCall.jl#867
  2. use Tongyuan-maintained PyCall which solves some corner cases: add https://github.com/Suzhou-Tongyuan/PyCall.jl
