User should be able to define local preferences through an easy-to-use wizard during install time, ie. date/time format, currency, decimal separator... basically everything that is available through LOCALCFG.

Worth noting that since 2024.2 DIR/O relies on the NLS collate for sorting, but localcfg does not generate any collate data (nor any UPCASE tables, etc)... So while I like being able to define my own decimal symbol, thousand separator and date/time format without being tied to a country, I wonder if localcfg is a sane approach. Perhaps it would be wiser to stick to a precompiled COUNTRY.SYS, like MS did.
Another thing is that the EDR kernel uses a COUNTRY.SYS that is not in the Microsoft format (hence also probably not compatible with localcfg).
