This PR contains a basic configuration for the QuickLogic CI, as suggested in #1758 (comment).

I'm obtaining gateway time-out errors in the CI:

CondaHTTPError: HTTP 504 GATEWAY TIME-OUT for url <https://conda.anaconda.org/symbiflow/linux-64/symbiflow-yosys-plugins-1.0.0.7_0174_g5e6370a-20201012_171341.tar.bz2>

This is suspicious since I can access the package using the url above directly.

This is something that is broken in conda 3.8.3. They fixed it in conda 3.8.4 and higher, but they haven't cut a new miniconda yet :/
