SEP-001 suppression in SEP-002

Does it really matter if it's a sep-001 or anything else within the CID? Simply if you vote for a CID we don't need to know its content, just its reputation!!!!!

The problem with having SEP-001 in the content of the CIDs is that it would first cause an additional verification process by the nodes, possibly causing a blocking or deadlock bottleneck around the "reachability" of the content, since for example IPFS could not having access to that content at the time it is required to verify, therefore only knowing the CID should be enough to determine its reputation.
