VRF as validator selection

Given the need to select a validator in the network to propose the next block of operations, based on a consensus focused on PoS and after extensive research, the option of using VFR for the selection of a committee based on a lottery seems be the best way to go. Inspired by Algorand's proposal, we must adapt it to our proposal.
