The update flag should not be persisted in the manifest ids

The update flag is intended to update the manifest itself. When generating a collection manifest it does not generate the presentation manifests. Therefore, I think it would be more appropriate to have a separate parameter to indicate wanting to generate/regenerate all presentation manifests of a give collection.

generate/regenerate should occur asynchronously
