validate web5 and dwn versions across tested environments

Right now we have a hybrid monorepo approach.

• All the environments are ochestrated by the pnpm package manager
• Except for:
  • Reactnative which has an isolated yarn (reactnative: explore conversion to pnpm #49)
  • Electron which also has an isolated yarn (the pnpm unification had hoisting issues)

So we need to have a commit hook, or postinstall pnpm script which makes sure that the versions for the @web5/api and dwn-js-sdk are the same for all the environments
