Don't show "Spending by Program" for Core Responsibilities that have a "fake" program #1607

We don't display planned spending in the welcome mat for Core Responsibilities (CRs) with with a "fake" child program. This mostly applies to Crown Corporations, but also to CSIS and CSEC. These organizations don't actually provide planned spending at the program level, but we use the amounts from Main Estimates, which are at the CR level, in order to get a correct/reasonable government level total. We assign these amounts to a "fake" program which isn't displayed.

However, we are currently showing the Spending by Program for these CRs, which shows the fake programs and their planned spending. We shouldn't show Spending by Program for CRs with one or more fake programs. Generally if a CR has a fake program, that is the CR's only program. I believe that the only exception is CSEC, which has two real programs and a fake one. Since only the fake program has planned spending, we don't want to show the panel at all for CSEC, even though it has two real programs.

(As a side note, the panel should probably be renamed "Planned spending by Program", since it does not show actual expenditures)
