Expand RPB to include GraphQL-only data

The RPB still only works with (and is tightly coupled to) the old Table API. Because we A) want the new COVID data in the RPB, and B) want to gradually from Tables to GraphQL, we should come up with a good way to get GraphQL sourced data in to the current RPB.

I'd be fine if it's something as hacky as making mock-Tables inside the RPB for the GraphQL data. It'll be cleaner and safer if we can wait till Tables are fully dead before fully rewriting the RPB, don't want to turn it in to a Frankenstein in the meantime.
