One pretty bad panel (spending by program) that should probably not even be displayed for them (their programs are fictitious...).

Should make a new CR level panel using the orgActivityEstimates table. Such a panel would work for all types of CR and would be much more useful.

Side note: maybe rename that table to crEstimates

The orgActivityEstimates dataset's been dropped, since it went unused so long.

Look at the data, consider if there's any other options for improving crown corp CR finance infographics. If not, consider disabling them.
