Current behavior: API Scout currently is a read-only portal with no option to publish to an API management platform or API gateway, to expose the APIs as products.

Expected behavior: API Scout should be able to publish APIs to Mashery Local

What is the motivation / use case for changing the behavior? This feature would allow the developer to collaborate with the API Product Manager to make APIs available for external consumption
