Cannot create 0.7.1-1.0-TDP without removing Spark 3.0 support

Hi,

We cannot downgrade livy to 0.7.x without losing Spark 3.x support in livy.
We can still fall back to deliver an early 0.8.0-0.0, 0.8.0-1.0 and resync if/when apache releases 0.8.0

we can also use a special nomenclature to allow us to reuse 0.8.0-0.0 for the first version based on apache release.

Something like:
0.8-0.0 (removing patch number)
0.8.0-SNAPSHOT-0.0 (Ugly ?)
0.8.X-0.0 (using X to refers to not existing. Not standard, but I like it)

Others suggestions ?
