Enable passing scrape options to prometheus configuration file, via observability_tdp_targets dictionary

The syntax would be for example :

observability_tdp_targets
  service:
    component:
      jobs:
        - exporter_port: 8888
          prometheus_scrape_options:
            scrape_interval: 5m
