Integrate OpenTelemetry on Apollo Server to provide resolver field level performance metrics. Perhaps also provide performance metrics as debug level logging when performance monitoring tooling is not available.

NOTE: This requires the new infrastructure which provides Grafana + Tempo for performance monitoring.
