The "minimum supported Rust version increments are a breaking Semver change" policy applies to this repository, but not necessarily all of its dependencies, so they may currently currently break CI here.

The relevant check should update to the minimal dependency versions first, in order to make sure newer compatible versions are ignored in this regard.
