"download has started" showing when download not started

Steps to reproduce the bug

1. open a video
2. press download
3. pick a filename and save

Expected behavior

it starts downloading the video and shows "download has started", or it shows "video will be downloaded when you connect to wifi. you can start it now in the downloads menu."

Actual behavior

it doesn't start the download but shows "download has started"

Have you given the appropriate folder permissions for all such folders used for the download?

yes, and it starts if i go to the downloads screen and press Start in the context menu

Oh. Do you have "interrupt on metered networks" toggled on?

Nope. Try turning it off.
