Vote approvals show vote starter's name instead of the admin that approved the vote #203

Steps to reproduce

Start a votemap/votekick/voteban/whatever that needs approval
Have your admin friend approve the vote after it succeeds
Chat shows that the vote starter approved it

Actual behavior

Approver's name shows up, not vote starter

Version

Run "ulx version" in console and paste the result
