默认通知策略下定时任务执行失败不通知

如何复现？(How to reproduce?)
在未配置消息通知策略的业务下，触发定时任务并执行失败，结果未收到通知

预期结果(What you expect?)
按照默认通知策略，应当收到定时任务失败通知
