时间组件支持失焦后生效 #235

当前这个时间组件，手动修改后，只能靠回车才可以生效，否则失焦离开后又变成原来的内容，并且这个滚动样式在pc端下面真的不好用，没有几个人喜欢去滚动

可以参考这种点击后直接出候选值。

优先级先满足失焦后生效的能力，这个很多用户在吐槽
