Several instances of "sepp" should be changed to "tipp"

Hello,

I am working on the Debian packaging of tipp. I understand it is now provided alone, whereas it was with sepp before, and thus I see several "sepp" that should be changed to "tipp":

• "import sepp" should be "import tipp" in setup.py;
• all instances of "sepp.metagenomics" should be changed to "tipp.metagenomics" in run_tipp_tool.py, as metagenomics belongs to tipp, not sepp.
