easy katago spin-up for devs

The build process for the KataGo/tinybrain component is specialized for a certain version of KataGo running on an NVIDIA Jetson Nano.

We'd like to provide a documented configuration that allows KataGo to be played locally on an x86_64 machine running (initially) debian linux (or maybe katago in a docker, if it's easy to do that)
